Welcome to the Land Planning and Development Control Unit (LPDCU). LPDCU is responsible for a wide range of duties, including overseeing Land Matters such as changes to the General Land Use Plan (GLUP), rezoning initiatives, processing land development applications, managing sublease, lease, and license processing, engaging in urban planning endeavors, facilitating Bairiki Square bookings, ensuring arrears collection, and meticulously managing land inventory. Additionally, LPDCU is at the forefront of Foreshore Matters, handling tasks such as processing foreshore development applications, designating mining sites, and maintaining comprehensive inventory records. Furthermore, LPDCU diligently addresses Monitoring & Enforcement issues, tackling government lease disputes, managing non-compliant tenants, issuing squatter notifications, and handling various non-compliance matters. Workforce Structure

LPDCU currently has a total of 7 staff – 3 of which are permanent staff & 4 temporary staff each with roles that ensures the LPDCU delivers the best service to its customers.

    • Reviews and approve Land Development Application Forms (LDAFs)
  3. Foreshore Management Committee (FMC)
    • Reviews and approve Foreshore Development Application Forms (FDAFs)
    • Designate Mining Sites
  4. Sublease Allocation & Advisory Committee (SAAC)
    • Reviews sublease recommendations in line with existing procedures and offer recommendations to HM MELAD.
